A few days ago I tried out a new Addon for Blender by Giambattista Von Nettesheim called Bildeform: Bas Relief Maker From Your Models. The addon uses algorithms to improve the result of the height map. There are two generation algorithms: Frankot-Chellappa and Kernel Approach. From my tests I think it gives a better result than the usual manual method in Blender of creating a depth map from the mist pass with the compositing nodes. The results are nicer than the ZBrush bas relief method in my opinion, comparable to Relief Maker although not quite as sharp or detailed from my comparison tests. Relief Maker is still the best result in my opinion and has more customisation options but you would expect that for the premium price.
Bildeform is a great affordable option that works with Blender, doesn’t need any other software and is fast and easy to use. I will keep tabs on how it develops I am sure it will improve even more over time.
